NSD Has Been Allocated a Pre-LOU Prefix

On 1 March 2013 the Regulatory Oversight Committee (ROC), the supervisory body established by the Financial Stability Board (FSB), published the allocation of the Pre-LOU (Local Operating Unit) prefix 2534 in favour of the National Settlement Depository (NSD). The Pre-LOU prefix allocation signifies the status of the NSD as a LEI (Legal Entity Identifier) local operator for Russian legal entities. The NSD is supposed to assign and actualise the LEI information in the global legal entities identification system.

The member of the ROC from Russia is the Federal Financial Markets Service (FFMS).

The LEI Project, new universal standard ISO 17422, was launched under control of the G20 and FSB in order to identify all participants of global financial transactions based on the unique 20-digit codes.

Impact on investors: The NSD’s new LOU status should contribute to improving transparency on the Russian financial market and the strengthening of control over systemic risks.
