Endorsement of ESMA to postpone CSDR Settlement Discipline Regime

European Commission has endorsed the recommendation of the European Securities and Markets Authority (ESMA) to postpone the implementation of the Settlement Discipline Regime to 1 February 2022.

On 23 October 2020 the Commission Delegated Regulation (EU) 2018/1229 endorsed the recommendation of ESMA to postpone the entry into force of regulatory technical standards on settlement discipline from 1 February 2021 to 1 February 2022.

 

The decision was driven by the severe impact of the COVID-19 pandemic on the overall implementation of regulatory and IT projects by CSDs and their participants, as well as by other financial market infrastructures.

The European Commission delegated regulation is now subject to the right of the European Parliament and of the Council to express objections.
