Russia: NSD’s level of compliance with CPMI-IOSCO Principles assessed by Thomas Murray

Thomas Murray, the specialist custody rating, risk management and research agency, conducted an independent third-party assessment of NSD compliance with the CPMI-IOSCO Principles for Financial Market Infrastructures (PFMIs) set by the Committee on Payment and Market Infrastructures (CPMI) and the Technical Committee of the International Organisation of Securities Commissions (IOSCO).

The assessment confirmed that NSD overall complies with the CPMI IOSCO PFMIs. Of the total of 24 principles, NSD ‘fully’ observes 6, ‘broadly’ observes 10, ‘partly’ observes 2 (Principle 7 on measuring, monitoring, and managing liquidity risk, and Principle 9 on money settlements in central bank money)and there are 6 Principles which are not relevant to NSD’s operations.

A regular self-assessment to determine the level of entity compliance with the CPMI-IOSCO PFMIs based on the Disclosure Framework and Assessment Methodology is mandatory for each financial market infrastructure.
